SEACOAST CHIEF FIRE OFFICERS MUTUAL AID DISTRICT
MINUTES OF MEETING OF APRIL 7th, 2011

The regular monthly meeting of the Seacoast Chief Fire Officers Mutual Aid District
was called to order by Vice President Chief Brian Comeau at 1905 hours at Epping
Fire Headquarters. There were Thirty Five members and guests present representing
Twenty Two member communities and Pease ANG Base..

Following the salute to the flag and moment of silence for departed firefighters, the regular
agenda was put on hold so that two presenters could put on brief programs.

Ms. Nancy Dolgin and Ms. Patricia Packard of New England Billing, South Easton MA
addressed the group on the subject of ambulance billing. They currently have Fifteen clients
in Massachusetts and claim a 95% to 97% collection rate; invoicing rates will vary from town
to town. For a comparison, Merrimac MA is paying 4.5%. They will also bill auto insurance
companies for services at motor vehicle accidents. Packets of information describing their
company and services offered were passed out to the members present.

Next we heard from personnel of the Grafton County Sheriff's department on the subject of
T.E.R.T. (Telecommunicators Emergency Response Taskforce) They are looking for new
members as well as offering their services in the time of major emergencies to respond and
provide support for the local communication specialists.

Chief Don DeAngelis welcomed everyone to Epping.

Having been transmitted electronically to the membership, the motion to waive the reading
(Lord/Walker) was made and so voted.

Motion (Lord/Cutter) to accept the report of the treasurer and was so voted.

Correspondence: Invitation to reception for Chief Plummer April 22nd from 1500 - 1700.

Committee Reports:

START: Chief Comeau reported that Five members are back on the team and the members
now total Thirty Five. There are issues with annual physicals. The money owed to START
from the anthrax incident in Durham may be forthcoming.

SCBA SUPPORT TRAILERS: Chief Sullivan reported that all Twelve of the large air
cylinders on all three trailers have been hydro tested and the Rye trailer has been inspected. One
response of the Lee trailer was made to North Hampton during the past month.

MIRT: No report

FUND RAISER (GOLF): Chief Cresta. Get out and get sponsors. Shirts have to be ordered.

TRITON PUMP SYSTEM: No report.

STATE FEDERATION OF MUTUAL AID: State mobilization plan is being reviewed by
mutual aid agencies and will go back to the fire marshal.

BY-LAWS: Harry Thayer reported that he is working with Epping to resolve their concerns with
local authorization.

WEB SITE: Chief Sullivan is posting more and more info on the site and is asking for pictures
from departments that can be uploaded to the site.

INCIDENT MANAGEMENT TEAM: D/C Wilking reported that the team assisted in Durham
with an exercise. There is upcoming training in Concord. A/C Achilles emphasized the
importance of NIMS compliance for strike teams and task forces.

TRAINING: Chief Plummer gave a report on today's program in Dover featuring Chief John
Salka of the FDNY. We had a total of 115 attendees and three sponsors, I.P.S. PRIMEX and 1-
800 Board Up (Chief Tom Lambert ret) Some discussion on why we are not getting attendance
from our own members when people are coming from Maine and Massachusetts. Possibly due to
the fact that the programs are being held on week days.

LEGISLATIVE: Chief Sullivan and Chief Plummer reported on several bills of interest, The
retirement bills are all over the map and it appears that SB-3 may be the one that becomes law.
Two bills one house and one senate, are working their way thru the process that would forbid
local cities and towns from requiring sprinklers in one and two family dwellings.

COMMUNICATIONS: Deputy Benotti reported that the committee met with representatives
of Two-Way Communications and decided to establish a new zone to be called "ZONE ONE"
in order to standardize local fire and tactical channels on this bank. Two-Way will be at the
Fremont meeting at 1800 hours to meet with members on the reprogramming which is going
to start sometime in June. Motion (Silver/Cresta/Lord) to accept the communications committee
report and add Zone One. So voted.

MAINE: No report

MASSACHUSETTS: Retirement party for Chief Rock Dower on April 22ed.

Old Business: Harry Thayer read the proposed addition to the by-laws that was introduced at the
March meeting:

Under Article VIII Committees, add a Section VII to read as follows;

Review Board. Should a conflict or situation arise between SCFPMAD communities in
which a Chief Officer feels either safety and/or good ICS control has been affected, then
that chief may ask the SCFOMAD Board of Directors to act as a mediator to help correct
the problem. If a member of the Board is directly involved with the situation in question,
then they shall be removed from the process. The role of the Board of Directors is to
help correct the problem and prevent future problems between communities by acting
as a neutral mediator which will help to keep harmonious mutual aid available to all
communities.

After some discussion it was moved (Warren/Plummer) to adopt the change. Fourteen in favor,
Four opposed. The motion passed.

New Business:

Chief Plummer asked if Fire Marshal Mark Dupuis of Rochester could have Fifteen minutes of
the May meeting to speak on command system. It was suggested that June would be better.

A/C Achilles asked if the member's seacoast prefix numbers could be dropped when
operating on other frequencies during mutual aid operations i.e. "21 Engine Three" would
become "Greenland Engine Three" on Portsmouth or other channel. Members present seemed to
agree.

Good of The Order:

Chief Lord inquired about establishing GPS locations for dry hydrants especially if a town's road
signs are missing and mutual aid units cannot find the locations.

Chief Plummer reported that A/C Richard Driscoll would be interim chief in Dover.

Chief Sylvia; Chris DeWolfe scholarship fund motorcycle ride on May 1st.

Deputy Chief Steve Benotti: Announced his retirement from the Hampton FD as of May 31st.

Chief Sullivan wanted it on the record that Steve Benotti was an asset to this organization and his
input will be missed.

Chief Mike Blake is also leaving his position with the Lee FD on May 31st.

The next meeting of the SCFOMAD will be on May 5th in Fremont at 1800 hours.

The next meeting of the New Hampshire chiefs will be on April 14th at the fire academy.

There being no further business to transact, the motion to adjourn was heard at 9:20pm.
