SEACOAST CHIEF FIRE OFFICERS MUTUAL AID DISTRICT

MINUTES OF FEBRUARY 2010 MEETING

The regular monthly meeting of the SCFOMAD was called to order by the Vice-President Chief Brian Comeau at 1905 hours Thursday February 4th, 2010 at the newly opened public safety building in New Castle. Present were Thirty members representing Twenty communities and Pease ANG Base. Ken Berkenbush introduced guest Susan Geier of Greater Exeter Public Health.

Following the salute to the flag and a moment of silence for departed firefighters, a message of welcome was heard from Chief Dave Blanding, New Castle fire.

Having been transmitted to the membership by electronic mail, a motion was made(Achilles/Landry) to waive the reading of the minutes of the previous meeting with one minor change So voted.

The treasurer gave a full report of current income, expenses and overall financial condition of the organization. Motion (Lord/Obrien) to accept. So voted.

There was no correspondence to report.

Committee reports;

START: Chief Comeau reported on the anthrax call out in Durham and Barrington. The expenses to START totaled $19,000 and had yet to be reimbursed. He requested a $10,000 transfer of funds from SCFOMAD to START until such time as community assessments and/or reimbursements are collected. Motion (Wilking/Achilles) to authorize this loan. So voted.

SCBA SUPPORT TRAILERS: No report

MIRT: Chief Achilles; Training scheduled for February 24th and 25th. Need a minimum of Thirty NH members or the class will be cancelled. The class is free of charge.

There is also a major oil spill exercise known as SONS (Spill of National Significance) that is scheduled for March. Portland or South Portland will be the command post and our area will also be participating with activity at Portsmouth and Rye harbors.

BY-LAWS: Updating is on going. Sections will be e-mailed to the members as they are completed.

FUND RAISER: Chief Sullivan reported that sponsor money is already being received.

STATE FEDERATION: Carl Roediger reported that the Office of State Fire Marshal will be updating the state mobilization plan on or prior to June 15th. Departments will be contacted by Tom Lambert or Buddy Thibault. The May meeting will be held on the 19th in Pembroke.

WEB SITE: No report

LOGO: No report

IMT: D/C Wilkins reported that the team continues to meet, but needs more members. Three members going to Emmitsburg for training.

PASSPORT ACCOUNTABILITY: Deputy Benotti had no update.

REGIONAL DISPATCH: Nothing new to report

TRAINING: It was reported that the seminar slated for June 11th may be cancelled.

LEGISLATIVE: Chief Sullivan and Chief Landry gave a brief overview of several bills namely the ones that pertain to residential sprinklers

MAINE: Nothing to report.

MASSACHUSETTS: Chief Cutter reported that Marshal Coan appreciated his invite top the annual meeting and has offered to display some Massachusetts assets at the next meeting in Massachusetts (October 2010 in West Newbury?) The marshal also has invited our members to the Mass Fire Academy for a meeting. Chief Cutter has received the reimbursement money from the gasoline tanker incident on I-95 and will issue checks to the departments that responded.

 

Old Business:

Chief Silver reported for the audit committee. The records of the treasurer were examined utilizing accepted auditing procedures and the books were found to be in good order. Motion (Achilles/Landry) to accept the report of the audit committee. So voted

 

New Business:

Chief Lord reported that the burn building at the IEU training facility in Brentwood is being shut down. The current FF-1 class in Lee will have use of the structure for smoke only and other evolutions may be moved to the academy.

A/C Achilles spoke on an upcoming ICS 300-400 class to be held in Deerfield and Raymond in April.

There also will be ICS training in Madbury on May 1-2 & 8 (Sat-Sun-Sat)

Some future grant requirements will include at least ICS-300 completion.

 

FOR THE GOOD OF THE ORDER: Ms. Susan Geier expressed her thanks to the district for the recent H1N1 clinics. Exeter Hospital is planning a large scale evacuation drill during which patients will actually be moved from the hospital.

D/C Downie advised the meeting to read SB-385 and be aware of the ramifications of it if were to pass. There will be huge surcharges placed on NH license plates that contain less than Five digits.

D/C Kory Skalecki mentioned an air show at Pease ANG Base, civilian side during the last week in August. The Vermont air guard 158th fighter wing is relocating their F-16s to Pease on a temporary basis

Chief Don Messier announced his retirement from the Somersworth Fire Department to be effective this coming June with over Thirty years of service. Congratulations and best wishes are extended to Chief Messier.

The March meeting will be held at Seabrook Station Science Center on March 4th. Any member planning to attend can contact the secretary as names have to be given to the power plant prior to that date.

Motion to adjourn was heard at 7:55pm.
